Abstract: Defense and Aerospace contractors cannot remain competitive by continuing to do business as usual. Despite industry consolidation there is still too much infrastructure. Prime contractors are moving toward becoming integrators of systems-of-systems. Second and third tier contractors are focusing on core competencies and wrestling with alternative strategies for equipment production.

Outsourcing or Electronics Manufacturing Services (EMS) can reduce costs while increasing productivity. Commercial aviation contract electronics manufacturing is rebounding. Defense contract electronics manufacturing is experiencing robust growth. Several outsourcing models are available. Joint Design Manufacturer (JDM) is emerging as a new model.
