Abstract: The pressure mounts for OEM’s as they struggle to define strategies of differentiation to compete in the face of economic uncertainty and consumer demand for cost effective solutions. As a result the decision to choose a manufacturing partner has never been as pivotal nor required the same degree of awareness as it does now.

Historical cost and quality considerations are now only two elements of many that need to be considered when outsourcing manufacturing. Process Control, Design For Manufacture (DFM) inputs, and Process Capability are now all critical factors that need to be included as part of total decision making mix.

The purpose of this paper is to discuss a framework designed to support decision making and the selection of an external or third party manufacturing partner.

Key words: EMS, CEM, quality, cost, materials management, service, flexibility.
