From this research it was realized the industry was missing a benchmark or standard, which defines what full proficiency is and a system by which the training process can be improved so as to achieve full workforce proficiency. This paper describes how training is a key aspect of continuous process improvement and what processes can be employed to achieve full workforce proficiency.
